A plea from Vidya Sagar, younger brother of Anand Prakash




Discrepancies and Administration's Apathy

  1. We wanted to file an FIR, but the Police refused to file an FIR. They just refused to do so point blank period.
  2. Then I approached senior officers in the Police department and also various other well wishers of my family.
  3. After great difficulty, my FIR of kidnapping was registered as late as on 23.08.2009, three days after the occurrence of the incidence. 
  4. Even after registering the FIR , the matter was not taken seriously. Even after passage of 27 days on 16.09.2009, police and Special Task Force was not able to trace any whereabouts of my husband.
  5. The people of the department first thoroughly searched the house of my husband and thereafter informed the local police. 
  6. I also observed a twelve feet long rope, about which nothing was told to me until then, encircled in the rod of the ceiling fan of one in the two rooms of my husband’s house. I wonder why no one had informed me or my family members about the rope until then. I also wonder that when police had visited the house of my husband on 20.08.2009, did not they observe that rope. If at all they had, then why police did not take possession of that rope and why that rope was left as it was. I doubt that the rope was there since beginning and strongly believe that conspirers, after kidnapping my husband, had planted the rope on the fan to divert the attention of the observers and create a scene so that others think as if my husband had committed suicide. Moreover, if at all my husband had committed suicide with the help of that rope, then conspirators have hid the dead body of my husband.
  7. Dog squad was called on the eighth day of incident (on our request), while it came to my knowledge that the process of tracking/investigating with the help of Dog squad is effective only within 24 hours of the occurrence of incidence.
  8. We were regularly told by the local police that pamphlets spreading the news/information about my missing husband were printed and distributed across all the police stations of Uttarakhand and were subsequently affixed at all the public places like Railway Stations and Bus Stands across Uttarakhand but it was a utter lie and far away from the reality, since not even a signal pamphlets had been seen at any public place across the state, at least in the first thirty (30) days of the incidence.
  9. Police later informed me on 27.08.2009 that one Mr. Vinay Gupta of Dehradun had informed them on phone that Mr. Anand Prakash, whose photo he had seen in the newspaper advertisement, had purchased Ayurvedic medicine from his shop in day time on 27.08.2009. However, the vital information was not taken seriously with the reasons best known to them. The information, if true, could have led to find the whereabouts of my husband but Police simply wasted the opportunity with driving nothing concrete out of the information.

The facts of the case

  • I along with my five month old daughter, my mother, my brother, and my sister-in-law rushed for Uttarkashi. After reaching there at around 1230 hrs on 21.08.2009, I came to know that the Department (PWD) had already informed the police on 20.08.2009 about the alleged missing of my husband.
  • The wallet, mobile, and wrist watch of my husband were handed over to me by the people of the department and they informed me that all these belongings of my husband were found inside his residence.
  • When I inquired further, I discovered that before informing the police, the people of the department  had thoroughly searched the complete house of my husband and that the electricity of my husband's house was found to be cut in the morning of 20.08.2009.
  • I was astonished to learn that when the police came, they neither sealed the room nor did they take any photographs/videos, nor did they remove any object in their possession for further analysis, instead they handed over the mobile, wrist watch and wallet of my husband to the people of PWD.
  • Most surprisingly, I found that a rope of about twelve feet was encircled in the rod of the ceiling fan of one of the two rooms; however, I was not informed about this earlier.
  • I contacted all my relatives to find whereabouts of my husband, but he could not be traced anywhere there.
  • An Assistant Engineer of the department resides in the first floor of the residence which is above the residence of my husband. Four to five unknown persons, who are probably connected with the hotel Shiv Om, had been seen to staying with him in that residence before the occurrence of incidence on 19.08.2009. However, most surprisingly, these persons are also absconding since the day my husband has been kidnapped/abducted. Who were these persons? Where had they come from? How were they allowed to stay in a government accommodation?
There are more. I will keep uploading as and when the case goes ahead. All I am asking is that please co operate, it can be anyone of us. The culprits should not go unpunished. I need my husband back. Please!!!!!!!

My husband Anand Prakash

You must have heard most of the story about my husband from his own mouth. Let me add to it. I know that i have your support and thanks to the students i know that there will be justice and my husband will return back to us. My baby, her father and me. Its been since 83 days as of today that i have spoken to him. God knows what place he is in.

The next day a Mr. Rajesh Chandra, an earlier colleague of my husband who had been posted as an Assistant Engineer at PWD, Uttarkashi, called me at around 13.30 hrs on 20.08.2009 from Dehradun and inquired about the whereabouts of my husband. When I replied that my husband must be in Uttarkashi, he just hung up. Same day, at around 17.30 hrs, Mr. Manish Pratap, Sub-Divisional Officer from my office (UPCL) in Nainital told my family members at Bhawali, Nainital that my husband is missing from Uttarkashi since the morning of 20/08/2009. It was complete shock. what do i do. where do i go.
We went to uttarkashi immediately. There were few facts which were blatantly visible for all of us to see, which i will be telling you shortly. Does the govt consider us so stupid that they can do what they want and get away with it. I hope not, i really hope not !!!

My life: Anand Prakash


I am Anand Prakash. A man with a wife and a 7 month old daughter. And please dont take me for those people who mail and just waste your time. I just hope that my family who is searching for me will not waste their efforts and time. My father is suffering from cancer, I was to get his treatment done from AIIMS, New Delhi. These are a few details of my life. I was sanctioned leave from 19/08/2009 to 02/09/2009, but I was not allowed to go to accompany my ailing father to his treatment at of Cancer at AIIMS, New Delhi. I last talked to my wife on 19/08/2009 at around 2130 hrs. She was worried: Worried for me, Worried for us. I was given threats, the reason being I didnt want to be part of the corrupt system.  But rather wanted to challenge and change the corrupt practices. The saying that good news travels fast and bad news travels faster came true. My wife also came to know about it soon after I was kidnapped.

The last time I spoke to my wife was on 19/08/09 at around 2130 hrs. The last thing that she heard me was me telling the hotel guy to keep the food inside and leave. She, the ever loving darling, asked me to have my food and take rest. I really missed them and even miss them for the past 84 days. Nobody knows where I am. Please help my family find me. They need help, help them in any way that you can.
